Outreach and Drop in Centre Project (ODIC)

The ODIC is a community-based facility for substance users. Outreach and Drop in Centre Project (ODIC) under the National Action Plan for Drug Demand Reduction (NAPDDR 2018-2023) under the National Institute for Social Defense, Ministry of Social Justice and Empowerment has been implemented by Born Again Rehabilitation Centre (BARC) in Ukhrul District of Manipur. The ODIC is located at Leiyaram, Ukhrul District Manipur.

The ODIC caters to individuals, particularly youth who use various substances and those who have the least access to resources. ODIC is client-focused with an ultimate goal to prevent youth in the community to initiate substance use, also to help the current users to become sober by taking treatment. An ODIC is a doorway for substance users to a non-threatening and caring environment. It is a hub for all services, which substance users can access as per his or her need and convenience. The ODIC must be within close proximity of substance users and located in the hotspot area of the substance users. In addition to addressing health needs of the substance users, ODIC will support their right to treatment and care services that are respectful and non-discriminatory. Other activities necessary for substance users will also be conducted in the ODIC (like recreational activity, group therapy, individual counselling, family counselling etc.) The ODIC will also provide psychosocial support, a space for rest and recreation, as well as access to other substance users and OUTREACH WORKERS for support and care through mutual sharing of experiences.

The Services available under the ODIC Project:

1. Outreach activities in the community among young vulnerable population.
2. Behavior Change Communication (BCC) one to one and group sessions in the community by outreach workers
3. Screening and assessment of clients on substance use disorder at ODIC
4. Drop-in-Centre facility for people vulnerable on substance use
5. Individual, group and family counseling Specific Psychosocial interventions based on behavioral approaches
6. Provision of consultation with doctor for referral and linkage with treatment facility
7. Safe and secure space for substance dependent youth accessible, in the community
8. Complimentary therapies including art, music, dance and yoga for early recovery/Life Skills Program
9. Vocational training of the Substance Users
10. Follow up care including family counseling.

Rural Development

Rural Development is one of the primary focus area of BARC. Major activities undertaken includes farmers training, promoting pisciculture, skill development for drug addicts etc.

1. Farmers’ Training: BARC conducted training for farmers to improve the skills for livelihood activities like fishery, horticulture etc. For instance, the BARC conducted a 10 Day Farmers’ Training on Fishery management at Chingjaroi Village Community Hall, Ukhrul District from 10 to 20 July, 2019. 37 young boys and girls participated in the training, which is intended to provide skill of Fishery management and maintenance in local level by the farmers.

2. Skill Development Training for Drug Addicts:BARC conducted series of livelihood skills improvement training targeting drug addicts. Key activities includes the following:

a) Toy Making: As part of the skill development for drug addict inmate’s successful integration to the society, the BARC conducted a 3 Months Training on Soft Toy Making from 5th August to 7th September, 2019 at born again IRCA complex, Meizailung. 20 women of recovering drug addicts were participated in the training. The participants learned soft toy making like Teddy Bear, puppy, chicken, rabbit, rate, etc.

b) Bamboo Tool Making (Mora): BARC conducted 1(one) Month Training on Bamboo Tool Making from 9th November to 9thDecember. 2019 at Born Again IRCA complex, Meizailung. 20men of recovering drug addicts were participated in the training. 1(one) Instructor deputed by the Industries Department, Government of Manipur. The participants learned Bamboo Tool (Mora) making in different shapes like small, big and chair etc. The participants can produce the said things after training and they can sell their product at the Exhibitions and local markets. The beneficiaries can earn cash income from these productions.

3. Fish Culture Project: Born Again Rehabilitation Centre conducted fish culture cum rearing training to promote the livelihood skills of fishing communities. For instance, a 5 Day Fish culture Training cum rearing at Namrei Village, Ukhrul from 20thtill 25th June, 2019. 30 farmers (including 10 women ) from Namrei village, Razaivillage and Chingjaroi village attended in the training. Three (3) Resource persons from Fishery Department, Govt. of Manipur delivered in different related topics. Demonstration also conducted at fish farm at Namrei. After Training they rearing different fishes in a pond around 03.50 acres at Chingjaroi under the sponsorship of BARC. The Organization guide them and form Self Help Group to sustain the activities.

4. Care and Support for Aged: BARC conducted a One Day awareness campaign on care and support of aged at different villages of Chingai Block, Ukhrul District. 60 participants of young men, women and men aged from different villages were participated in the campaign in 10 villages. The participants shared their issues, thought and experiences about aged rehabilitation. The Organization conducted counseling of the aged and their families.

Education Program

  1. Home Based Intervention: BARC conducted regular monthly Home Based intervention for awareness and teaching of children with Disabilities at 5 villages of Ukhrul. During the visit, the staffs of BARC provides teaching, learning, Counselling etc to the parents and victim children besides referrals to hospitals for regular health checkup. The team also met the school teachers and take feedback about the progress of the children.
  2. Access to Justice / Legal Awareness Programme: BARC organized legal awareness, monitoring, evaluation for the livelihood status of widows in collaboration with Manipur Human Rights Commission. Conducting awareness programme, observation of International Human Rights Day and focus group discussions on legal matters etc. were main activities. It was funded by May 18 Foundation.

Community Based Rehabilitation On Persons With Disabilities (CBR)

BARC strived to promote the rights and welfare of disabled persons in Manipur. Youths and disabled persons are the primary beneficiaries of the organization. BARC currently managed a programme, entitled Community Based Rehabilitation on Persons with Disabilities (CBR) to promote the welfare and rights of disabled persons in Ukhrul. The Ministry of Social Welfare and Empowerment, Government of India and Caritas International are key funders for the organization. The key intervention of the organization for the disabled included home based intervention, certificate issuing for disabled, Government schemes for disabled, linking up for access to concerned services for the disabled.

The Key Primary areas of intervention for Persons with Disability:

a) Health: Intervention on health areas includes facilitating receiving disability certificates to gain access to available health facility, to provide appropriate and enough nutrition for the disabled, access to food, motivation to the family and encouraging disabled to undertake exercises. The organization also engaged with community members and organizations to gain medical access and support to kids.

b) Education: Referral of disabled people, especially children to schools and other appropriate educational institutions forms key intervention on education areas for disabled

c) Livelihood: Providing awareness and facilitating disabled to gain access to Government schemes and imparting and developing livelihood skills forms key initiatives under livelihood support.

d) Social: Identifying donors for support of disabled and formation of groups for disabled such as for mentally retarded, physically disabled etc are other steps in the social arenas. Encouraging youths to integrate into the society, such as encouraging participating in sports, music and other extra curriculum activities are other initiatives, to help gain respect and to prevent discrimination of disabled.

e) Empowerment: Awareness on legal rights of disabled and identifying the legal loopholes for protection of rights and welfare of disabled forms key activity of BARC.
